Germany's Role in Syrian Sarin Gas Killings?

People complain when the U.S. government provides arms to various factions fighting in various wars around the world - and so they should. But let's not kid ourselves into believing the U.S. government is alone in providing the means for governments and their enemies from doing harm to each other. Of course, the ones who typically pay the price are the regular folks who just want to go about living their lives.
BERLIN, Sept 18 (Reuters) - Germany exported 111 tonnes of chemicals to Syria between 2002 and 2006 that could be used in the production of sarin gas, according to a government document published on Wednesday.
Of course, the government denies any culpability here. And maybe there's reason to believe that the chemicals they sold were intended to be used for other reasons, and no one thought about the use of sarin gas. After all, fertilizer is used in making big bombs, so should no one sell fertilizer to anyone?

Then again, if it's a terrorist group or an individual with known terrorist ties, we do demand that people not sell or give fertilizer to such people. The government may even go after someone responsible for supplying such means, even if the person really didn't know what the buyer was up to.

But, naturally, governments are rarely held accountable, deny culpability even if they're involved in questionable actions, and never pay a price when it's clear that their actions directly resulted in some disaster or war or terrorist attack. Anyone remember that the U.S. government armed the Taliban before going to war in Afghanistan?
